Naugatuck police recently filed the following charges:

Melissa Lugo, 32, of 4 Clifton St., New Haven, was charged Feb. 3 with disorderly conduct and third-degree criminal mischief.

Police reported on Feb. 3 the accused was arrested on an active arrest warrant. Police reported the warrant was from an incident where the accused caused a disturbance at the victim’s residence and broke a window during the incident. The accused was released on a $2,500 non-surety bond to appear in Waterbury Superior Court on Feb. 3.

Sonny Sutton, 21, of 53 Old Field Road, Southbury, was charged Feb. 3 with second-degree harassment.

Police reported on Feb. 3 at approximately 7:08 p.m. officers were dispatched to a harassment complaint. Through the officers’ investigation, police reported, it was found that the accused and his father had made verbal threats to the victims by phone, text messages and social media for several hours. Police reported the accused stated he was going to go to the house of the victim if he refused to answer calls. Police reported the accused did show up at the residence of the victims during the harassment and threatened the victims. Police reported the accused left quickly when the victims stated they were calling the police. Police reported the accused was highly intoxicated and was yelling out threats loudly to both victims by phone and in person. The accused was released on $1,000 non-surety bond and scheduled to appear in Waterbury Superior Court on Feb. 19.

Police reported on Feb. 3 at approximately 7:08 p.m. officers were dispatched to a harassment complaint. Daniel Akinsanya, 29, of 38 Highland Ave. Apt. 204, Naugatuck, was charged Feb. 4 with three counts of violation of protective order.

Police reported on Feb. 4 at approximately 6:57 a.m. officers responded to a residence on a search warrant for a person evading capture on an outstanding domestic warrant. Police reported it was discovered through the investigation that the accused was hiding out in a residence in Naugatuck. Police reported officers gained entry into the residence and found the accused hiding in the residence. The accused was then taken into custody. Police reported the accused was in violation of a standing protective order by being at the residence. Police reported officers arrested the accused on an outstanding arrest warrant out of Naugatuck. Police reported the warrant was from two violations of a protective order for which the accused violated on two separate incidents. The accused was held on surety bond to appear in Waterbury Superior Court on Feb. 4.

Roberto Berrios, 29, of 17 Carroll St., Naugatuck, was charged Feb. 4 with risk of injury to child, interfering with an emergency call, third-degree assault and third-degree criminal mischief.

Police reported on Feb. 4 at approximately 1:07 p.m. officers responded to a residence on a report of a domestic dispute. Police reported it was discovered through the investigation that the intoxicated accused became involved in an argument with the victim that escalated and became physical when, according to the victim, the accused punched and open hand slapped the victim several times in the face causing a minor injury with a child present. Police reported the accused also grabbed and damaged the cell phone of the victim while interfering with the 911 call. The accused was held on a $10,000 surety bond to appear in Waterbury Superior Court on Feb. 5.

Karon Jahi McCollum, 22, of 20 Sable St. Apt. Rear, Norwalk, was charged Feb. 5 with violation of probation, first-degree failure to appear and two counts of second-degree failure to appear.

Police reported on Feb. 5 the accused was arrested on active failure to appear (PRAWN) arrest warrants and an active violation of probation arrest warrant. The accused was held on surety bonds and scheduled to appear in Waterbury Superior Court on Feb. 5.

Bruce A. Clark, 35, of 37 School St. Apt. A., Naugatuck, was charged Feb. 5 with second-degree failure to appear.

Police reported on Feb. 5 the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was held on a $5,000 surety bond and scheduled to appear in Waterbury Superior Court on Feb. 5.

David Michael Grabinski, 32, of 19 Hubbell Ave., Beacon Falls, was charged Feb. 5 with evading responsibility-injury/property damage.

Police reported on Feb. 5 the accused was arrested on an active arrest warrant. The warrant was from an evading a scene of a motor vehicle accident in the area of 800 New Haven Road on Dec. 2, 2019. The accused was released on a $1,000 non-surety bond to appear in Waterbury Superior Court on Feb. 20.

Alora Baldino, 28, of 52 Crown St., Naugatuck, was charged Feb. 5 with possession of controlled substance or more than half ounce of cannabis.

Police reported on Feb. 5 officers were dispatched to 52 Crown St. for a suspicious vehicle complaint with a female party sitting in the driver seat. Through the officer’s investigation, police reported, it was found that the accused was in possession of a controlled substance. The accused was released on $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Feb. 19.

Samantha Whelan, 34, of 207 Juniper Ridge Drive, Waterbury, was charged Feb. 6 with disorderly conduct and third-degree assault.

Police reported on Feb. 6 at approximately 12 a.m. officers responded to a parking lot on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated and became physical when, according to the victim, the accused pulled a knife out of the glove box and fought with the victim causing a small cut to the victim’s hand. The accused was released on a $2,500 non-surety bond and scheduled to appear in Waterbury
Superior Court on Feb. 6.

Kevin W. Ryan, 27, of 205 Porter Ave., Middlebury, was charged Feb. 6 with disorderly conduct and third-degree assault.

Police reported on Feb. 6 at approximately 12 a.m. officers responded to a parking lot on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated and became physical when, according to the victim, the accused refused to let the victim out of the vehicle and the accused punched the victim in the shoulder. The accused was released on a $1,000 non-surety bond and scheduled to appear in Waterbury Superior
Court on Feb. 6.

Richard Regan, 65, of 933 Rubber Ave. 9h, Naugatuck, was charged Feb. 6 with first-degree failure to appear.

Police reported on Feb. 6 the accused was arrested on an active failure to appear in the first degree (PRAWN) arrest warrant. The accused was held on a $25,000 surety bond and scheduled to appear in Waterbury Superior Court on Feb. 6.

Celso Aparecido Oliveira, 59, of 3880 Main St. Apt. 8, Bridgeport, was charged Feb. 6 with first-degree larceny, violation of home improvement contract requirements and violation of state building code penalty.

Police reported on Feb. 6 the accused was arrested on an active arrest warrant. Police reported the warrant was from an incident where the accused stole money, violated home improvement contracts, and knowingly violated state building codes. Police reported this incident was reported on Jan. 24, 2020. The accused was held on a $10,000 surety bond to appear in Waterbury Superior Court on Feb. 7.

Brian Boucher, 34, of 16 Deering Lane, Naugatuck, was charged Feb. 6 with violation of probation.

Police reported on Feb. 6 the accused was arrested on a probation violation. The accused was held on a $5,000 non-surety bond and scheduled to appear at Waterbury Superior Court on Feb. 19.

Sakiina Summerset, 43, of 1560 Whalley Ave. Apt. 147, New Haven, was charged Feb. 6 with interfering with an officer/resisting.

Police reported on Feb. 6 at approximately 6:20 p.m. officers were dispatched to 67 Michael Lane for a suspicious person complaint. Police reported there was a female and male party in the area that did not live there and could not provide a reason for being in the area. Through the officer’s investigation, police reported, it was found that the accused was interfering with the officer’s investigation by giving false identification. The accused was released on $1,000 surety bond and scheduled to appear in Waterbury Superior Court on Feb. 19.

Edward John Okraska, 58, of 1560 Whalley Ave. Apt. 147, New Haven, was charged Feb. 6 with possession of controlled substance or more than half ounce of cannabis.

Dylan Michael Scott, 18, of 131 Manners Ave., Naugatuck, was charged Feb. 6 with risk of injury to child and illegal sexual contact with victim under the age of 16.

Police reported on Feb. 6 the accused was arrested on an active arrest warrant. The warrant is for the listed charges and was reported on Oct. 7, 2019. The accused was held on a $100,000 surety bond to appear in Waterbury Superior Court on Feb. 7.

William Henry Bowens, 46, of 70 Pleasant Drive, Bethany, was charged Feb. 7 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.

Police reported on Feb. 7 at approximately 12:19 a.m. an officer initiated a motor vehicle investigation in the area of South Main Street at High Street. Through the officer’s investigation, police reported, the accused was found to be operating an uninsured motor vehicle with a suspended license while under the influence of alcohol and or drugs, and with an invalid marker plate. The accused was released on $2,500 non-surety bond and scheduled to appear in Waterbury Superior Court on Feb. 19.

Angel Arocho, 34, of 133 South St., Waterbury, was charged Feb. 7 with second-degree failure to appear.

Police reported on Feb. 7 the accused was arrested on an active (PRAWN) arrest warrant at Waterbury Superior Court. The accused was held on a $1,000 surety bond to appear in Waterbury Superior Court on Feb. 7.

Xavier Nathaniel Parks, 20, of 202 Johnson St., Naugatuck, was charged Feb. 7 with disorderly conduct and third-degree criminal mischief.

Police reported on Feb. 7 officers responded to a domestic disturbance between family members. During the incident, police reported, both subjects stated they became involved in a verbal argument that escalated. Police reported the victim stated the accused became agitated when no money was given to him by the victim. Police reported the accused then proceeded to break items on the back porch that were not his, and knocked over the mailbox. The accused was released on $1,000 surety bond and scheduled to appear in
Waterbury Superior Court on Feb. 10.

James P. Maher, 49, of 33 Sheridan Drive, Naugatuck, was charged Feb. 7 with criminal attempt at first-degree larceny.

Police reported on Feb. 7 at approximately 7:05 p.m. officers responded to Vitek, 33 Sheridan Drive, for an extortion/blackmail incident. Through the officer’s investigation, police reported, it was determined that the accused had tried to extort approximately $200,000 from the victim through harassing and threatening means. The accused was held on a $10,000 surety bond and scheduled to appear in Waterbury Superior Court on Feb. 10.

Justin Wayne Ramos, 18, of 23 Evelyn Drive, Naugatuck, was charged Feb. 7 with second-degree breach of peace and illegal possession of weapon in motor vehicle.

Police reported on Feb. 7 at approximately 8:17 p.m. officers were dispatched to the Mobil Gas Station, 469 Rubber Ave., for a suspicious person complaint. Through the officer’s investigation, police reported, it was determined that the accused had caused a disturbance at the gas station and was in possession of a weapon in a motor vehicle. The accused was released on a $1,500 non-surety bond and scheduled to appear in Waterbury Superior Court on Feb. 19.

Shawn Smith, 29, of 183 Cherry St. Apt. 3, Naugatuck, was charged Feb. 8 with second-degree strangulation, first-degree reckless endangerment, first-degree unlawful restraint, disorderly conduct and second-degree assault-victim elderly or other.

Police reported on Feb. 8 at approximately 11:56 p.m. officers responded to a report of a domestic dispute. Police reported it was discovered through the investigation that the accused is heard using extreme physical contact and language against the victim. The victim is heard multiple times saying they can’t breath and that the accused is going to kill the victim, police reported. The entire incident was recorded on video. The accused was released on a $25,000 non-surety bond and scheduled to appear in Waterbury Superior Court on Feb. 10.

Jose Javier Hernandez, 40, of 1022 Rev. James Apt. 4G, Bronx, N.Y., was charged Feb. 8 with sixth-degree larceny and conspiracy to commit sixth-degree larceny.

Police reported on Feb. 8 at approximately 3:53 p.m. officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed the accused with an accomplice conceal merchandise totaling over $246.51 and exit the store without paying for items. The accused was released on a $1,000 cash/surety bond and scheduled to appear in Waterbury Superior Court on Feb. 19.

Marilyn Acevedo, 29, of 67 Woodward Ave. Apt. 1, Norwalk, was charged Feb. 8 with sixth-degree larceny and conspiracy to commit sixth-degree larceny.

Police reported on Feb. 8 at approximately 3:53 p.m. officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Cody D. Bartosik, 29, of 27 White Deer Rocks Road, Woodbury, was charged Feb. 8 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.

Police reported on Feb. 8 at approximately 6:51 p.m. officers initiated a motor vehicle investigation in the area of North Church Street on Route 63 for a speeding driver. Police reported officers determined that the accused was found to be operating under the influence of alcohol and/or drugs while speeding in a motor vehicle. The accused was released on a $2,500 surety bond and scheduled to appear in Waterbury Superior Court on Feb. 20.

James Walsh, 65, of 29 Cheryl Lane, Prospect, was charged Feb. 4 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.

Nicole E. Hernandez, 20, of 92 Pearl lake Road, Waterbury, was charged Feb. 7 with first-degree criminal trespass, criminal attempt at second-degree criminal mischief, second-degree criminal mischief and disorderly conduct.
