Naugatuck police recently filed the following charges:

Glenn Wasilesky, 55, of 23 Dunn Ave., Naugatuck, was charged Sept. 14 with second-degree unlawful restraint, second-degree strangulation, second-degree threatening, second-degree reckless endangerment, disorderly conduct, interfering with an emergency call and cruelty to animals.

Police reported on Sept. 14 the accused was arrested on an active arrest warrant. Police reported the warrant stemmed from a past domestic incident reported to police on Sept. 13, 2020, where the accused reportedly choked the victim and prevented the victim from calling 911. Police reported the victim suffered minor injuries. The accused was held on a $300,000 surety bond to appear in Waterbury Superior Court on Sept. 14.

Ana Carneiro, 61, of 48 Spencer St., Naugatuck, was charged Sept. 14 with two counts of second-degree violation of conditions of release.

Police reported on Sept. 14 the accused was arrested after officers received a complaint the accused was violating a conditions of release order barring the accused from returning to a particular residence. The accused was released on a $5,000 non-surety bond and scheduled to appear in Waterbury Superior Court on Sept. 15.

Police reported on Sept. 14 officers were dispatched to a residence to perform a well-being check on a party recently released from jail due to cryptic messages she was sending to friends. Police reported the accused was located at a residence and discovered to be in violation of a conditions of release order. The accused was held on a $15,000 surety bond and scheduled to appear at Waterbury Superior Court on Sept. 15.

Lisa Lawton, 61, of 264 Spencer St., Naugatuck, was charged Sept. 16 with second-degree breach of peace.

Police reported on Sept. 16 officers were dispatched to a residence for a reported dispute. During the course of the investigation, police reported, it was determined the accused had been constantly harassing the victim and creating a disturbance. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Oct. 14.

Paul Garofalo, 40, of 27 Newman Ave., Waterbury, was charged Sept. 17 with first-degree failure to appear.

Police reported on Sept. 17 the accused turned himself into police headquarters on an active failure to appear (PRAWN) arrest warrant. Police reported the warrant was issued when the accused failed to appear for his court date. The accused was released on a court-set $20,000 surety bond and scheduled to appear in Bridgeport Superior Court on Oct. 7.

Jasmine S. Lewis, 34, of 40 Englewood Ave., Waterbury, was charged Sept. 17 with sixth-degree larceny.

Police reported on Sept. 17 officers were dispatched to Walmart on a report of a shoplifter in custody. During the course of the investigation, police reported, it was determined the accused stole numerous items from the store totaling $166. The accused was released on a written promise to appear and scheduled to appear in Waterbury Superior Court on Oct. 14.

Roznovsky Antonio Machado, 24, of 22 Division St., Waterbury, was charged Sept. 18 with criminal attempt at first-degree assault, second-degree assault, first-degree reckless endangerment, engaging police in pursuit, evading responsibility-physical injury, illegal operation of motor vehicle under suspension and assault of public safety or emergency medical personnel.

Police reported on Sept. 18 at approximately 3:10 a.m. the accused surrendered himself at the Naugatuck Police Department. The accused was arrested on an active arrest warrant. The accused was held on a $350,000 court-set surety bond and scheduled to appear at Waterbury Superior Court on Sept. 18.

Andrew Douglas Perry, 29, of 9 Mulberry St., Naugatuck, was charged Sept. 18 with second-degree unlawful restraint and disorderly conduct.

Police reported on Sept. 18 at approximately 9:15 p.m. officers responded to a residence on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated and became physical when, according to the victim, the accused pushed the victim several times and began to choke her. The accused was held on a $5,000 surety bond and scheduled to appear at Waterbury Superior Court on Sept. 21.

David Skiptunas, 51, of 36 High St., Naugatuck, was charged Sept. 20 with third-degree criminal mischief.

Police reported on Sept. 20 at 7:47 a.m. officers responded to High Street for a vandalism complaint. Through the officer’s investigation, police reported, it was found that the accused struck the victim’s vehicle with an object as it was in operation. The accused was issued a misdemeanor summons and scheduled to appear in Waterbury Superior Court on Oct. 29.

Richard Elian Reyes, 20, of 477 Spring St. Apt. D, Naugatuck, was charged Sept. 20 with disorderly conduct.

Police reported on Sept. 20 officers were dispatched to a residence in Naugatuck for a domestic disturbance. Through the course of the investigation, police reported, it was discovered the victim and accused began to verbally argue which escalated into a physical altercation, when according to the victim, the accused threw a remote at the victim and slapped the victim in the face. The accused was released on a $2,500 non-surety bond and scheduled to appear at Waterbury Superior Court on Sept. 21.

Kevin Swingle, 31, of 274 White Tree Hill Road, Shelton, was charged Sept. 20 with sixth-degree larceny.

Police reported on Sept. 20 the accused was arrested in New Haven due to an active shoplifting warrant. Police reported the warrant was from an incident which occurred at Walmart, 1100 New Haven Road, on July 9, 2020. The accused was released on a court-set promise to appear and scheduled to appear in Waterbury Superior Court on Oct. 7.

Eric M. Finelli, 47, of 30 Bishop Lane, Cheshire, was charged Sept. 10 with violation of protective order.

Patrick H. Scheer, 27, of 40 Noe Place Apt. B2, Beacon Falls, was charged sept. 11 with reckless driving and illegal operation of motor vehicle under the influence of alcohol and/or drugs.
