Naugatuck police recently filed the following charges:
Richard Regan Jr., 65, of 933 Rubber Ave. Apt. 9H, Naugatuck, was charged Dec. 30 with criminal attempt at assault of public safety or emergency medical personnel, fourth-degree sexual assault and second-degree breach of peace.
Police reported on Dec. 7 an adult female victim contacted the Naugatuck Police Department and reported she had been sexually assaulted while in an ambulance with the accused. Through a subsequent investigation conducted by Naugatuck police, police reported, it was learned that the victim was grabbed forcefully and inappropriately by the accused while she was trying to render care multiple times. Police reported the accused also broke through restraints and was laughing while he tried to attack the victim. The accused was held on a $25,000 surety bond and scheduled to appear in Waterbury Superior Court on Dec. 31.
Caroline Butt, 42, of 115 Cliff St., Shelton, was charged Dec. 30 with second-degree breach of peace and third-degree stalking.
Police reported on Dec. 30 at approximately 6:32 p.m. officers responded to the Naugatuck Police Department for a report of a domestic dispute. Police reported it was discovered through the investigation that the accused was stalking the victim and followed the victim from Bridgeport. Police reported the accused became involved in an argument with the victim that escalated in the front of the department. Police reported the accused started to argue with the victim due to not being in a dating relationship anymore. The accused was released on a $5,000 surety bond to appear in Waterbury Superior Court on Dec. 31.
Jay Elijah Outlaw, 31, of 322 East 19th St., Paterson, N.J., was charged Dec. 31 with second-degree criminal mischief, disorderly conduct and third-degree assault.
Police reported on Dec. 31 at approximately 3 p.m. officers responded to a location on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated and became physical when, according to a witness, the accused struck the victim several times while throwing things and breaking things at the location. The accused was released on a $50,000 surety bond to appear in Waterbury Superior Court on Jan. 2.
Joseph Michael Cavallaro, 30, of 236 Marshall Lane, Derby, was charged Dec. 31 with second-degree failure to appear.
Police reported on Dec. 31 the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was released on a $2,500 surety bond and scheduled to appear in Derby Superior Court on Jan. 9.
Frankie J. Johnson, 29, of 920 Baldwin St., Waterbury, was charged Jan. 1 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.
Police reported on Jan. 1 at approximately 1:46 a.m. an officer initiated a motor vehicle investigation in the area of Maple Street by Water Street. Through the officer’s investigation, police reported, the accused was found to be operating a motor vehicle under the influence of alcohol and or drugs. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 9.
Matthew J. Demers, 34, of 3 Cotton Hollow Road Apt. A, Naugatuck, was charged Jan. 1 with disorderly conduct, possession of less than half ounce of cannabis and possession of drug paraphernalia.
Police reported on Jan. 1 at approximately 5:52 a.m. officers responded to a residence on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated. Police reported the victim had minor injuries that the victim claimed were caused by a different circumstances along with blood on the victims jeans, although the accused had bloody knuckles. Police reported the accused also was in possession of a controlled substance and drug paraphernalia. The accused was released on a $10,000 surety bond to appear in Waterbury Superior Court on Jan. 2.
Vyviannie Ivette Rodriguez-Andino, 19, of 52 Midwell St., Waterbury, was charged Jan. 1 with sixth-degree larceny and interfering with an officer/resisting.
Police reported on Jan. 1 officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed the accused conceal items totaling over $115.11 and exit the store without paying for items. Police reported the accused also interfered with the officer’s investigation by giving the wrong name. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 15.
Guy D. Fletcher, 35, of 112 Country Club Road, Middlebury, was charged Jan. 1 with possession of controlled substance or more than half ounce of cannabis, possession of drug paraphernalia and violation of protective order.
Police reported on Jan. 1 the accused was arrested on an active arrest warrant. The warrant was from an incident where the accused violated a protective order on Dec. 13, 2019. Through further investigation, police reported, it was found that the accused was in possession of a controlled substance and drug paraphernalia. The accused was held on bond to appear in Waterbury Superior Court on Jan. 2.
Lauren Conigliaro, 33, of 88 Chestnut St., Naugatuck, was charged Jan. 1 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.
Police reported on Jan. 1 at approximately 9:05 p.m. an officer initiated a motor vehicle investigation in the area of General Patton Drive. Through the officer’s investigation, police reported, the accused was found to be operating a motor vehicle under the influence of alcohol and/or drugs while traveling unreasonably fast along with other motor vehicle violations. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 16.
Jameel C. Barnhill, 39, of 89 Coleman St. 415, West Haven, was charged Jan. 2 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.
Police reported on Jan. 2 at approximately 3:29 a.m. an officer initiated a motor vehicle investigation in the area of 1059 New Haven Road. Through the officer’s investigation, police reported, the accused was found to be operating a motor vehicle under the influence of alcohol and/or drugs while failing to keep right. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 16.
Amer Yousef, 40, of 505 Spring St., Naugatuck, was charged Jan. 2 with disorderly conduct.
Police reported on Jan. 2 at approximately 4:30 a.m. officers responded to a residence on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated when, according to the victim, the accused threw a glass of water through the front window. The accused was released on $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 2.
Miranda Lynn Agosto, 26, of 110 Taylor Ave., Norwalk, was charged Jan. 2 with sixth-degree larceny and conspiracy.
Police reported on Jan. 2 the accused was arrested on an active arrest warrant. Police reported the warrant was from a larceny incident at Walmart, 1100 New Haven Road. Police reported the incident was reported to the Naugatuck police on Oct. 27, 2019, where the accused was observed concealing less than $500 worth of merchandise with an accomplice and exit the store without paying for items. The accused was released on a $1,000 non-surety bond to appear in Waterbury Superior Court on Jan. 15.
Joshua Michael Stout, 38, of 109 Thunderbird Drive, Naugatuck, was charged Jan. 2 with theft of plates/inserts.
Police reported on Jan. 2 at approximately 6:18 p.m. an officer initiated a motor vehicle investigation on Anderson Street of the accused for driving a vehicle with a misuse of registration plates. Through the officer’s investigation, police reported, the accused was found to have a suspended license, insufficient insurance on the vehicle, and registration plates belonging to another vehicle. The accused was released on a $2,500 non-surety bond and scheduled to appear at Waterbury Superior Court on Jan. 16.
Daria Szczygiel, 24, of 24 Allen St., New Britain, was charged Jan. 3 with sixth-degree larceny.

Brianna Martin, 21, of 22 Arch St., Waterbury, was charged Jan. 3 with sixth-degree larceny and conspiracy to commit sixth-degree larceny.

Zachary William Lance, 24, of 709 Rubber Ave., Naugatuck, was charged Jan. 4 with second-degree breach of peace and carrying a dangerous weapon.
Police reported on Jan. 4 at approximately 5:48 p.m. the Naugatuck Police Department was dispatched to the area of 801 Rubber Ave. for a person waiving a firearm at passing vehicles as he walked down the avenue. During the investigation, police reported, it was determined that the accused was intoxicated and created a disturbance in the area. Police reported the accused had in his possession a knife and a BB gun that appeared to look like a real firearm. The accused was released on a $25,000 surety bond and scheduled to appear in Waterbury Superior Court on Jan. 15.
Doreon Marc Chapman, 18, of 151 Millville Ave. 2, Naugatuck, was charged Jan. 5 with second-degree breach of peace, simple trespass and interfering with an officer/resisting.
Police reported on Jan. 5 at approximately 12:43 a.m. officers were dispatched to the area of 59 Goodyear Ave. for a report of a possible assault between several adult males. During the investigation, police reported, it was determined that the accused was causing a disturbance in the area. Police reported the accused also failed to cooperate with the investigation by resisting and giving false information. Police reported the accused was also on a property without permission from the owner. The accused was released on promise to appear in Waterbury Superior Court on Jan. 15.

Ginald Inginac, 33, of 17 Ashmun St. Apt. 2, Waterbury, was charged Jan. 5 with second-degree failure to appear.

Doryon I. McNeil, 38, of 108 Derby Ave., Derby, was charged Jan. 5 with sixth-degree larceny.
Police reported on Jan. 5 officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed the accused illegally conceal $311.00 worth of items and exit the store without paying for them. Police reported the accused was also found in possession of a marijuana. The accused was released on $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 15.
William Lugo, 29, of 95 Waterville St., Waterbury, was charged Jan. 5 with risk of injury to child and first-degree reckless endangerment.
Police reported on Jan. 5 the accused was arrested on an active arrest warrant. Police reported the warrant was from the accused supplying a party with a controlled substance which in turn caused a young juvenile child to be left without supervision at a residence. The accused was released on a $5,000 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 22.
