Naugatuck police recently filed the following charges:

Justin Cummings, 27, of 597 Millville Ave. Apt. 6-10, Naugatuck, was charged Nov. 18 with second-degree threatening, second-degree reckless endangerment, first-degree unlawful restraint, disorderly conduct and first-degree harassment.

Police reported on Nov. 18 the accused was arrested on an active arrest warrant. Police reported the warrant was from a domestic incident that was reported to Naugatuck police on Oct. 4, 2019. Police reported the incident occurred at an undisclosed residence where the accused unlawfully restrained and threatened the victim along with additional charges. The accused was held on a $100,000 surety bond and scheduled to appear in Waterbury Superior Court on Nov. 18.

James Rooney, 61, of 284 Church St. Apt. 51, Naugatuck, was charged Nov. 18 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.

Police reported on Nov. 18 at approximately 12:02 p.m. officers responded to the Bank of America, 275 Church St., on a report of a motor vehicle accident in the parking area. During the investigation, police reported, it was determined that the accused was found to be operating under the influence of alcohol and/or drugs when his vehicle struck another vehicle in the parking area. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Dec. 4.

Jeremy Eterginio, 48, of 4 Cobblestone Court, Naugatuck, was charged Nov. 19 with illegal operation of motor vehicle under the influence of alcohol and/or drugs.

Police reported on Nov. 19 at approximately 5:03 p.m. officers responded to the Rubber Avenue Cumberland Farms gas station on a report of a suspicious motor vehicle. During the investigation, police reported, officers located the described vehicle. Police reported officers determined that the accused operator was found to be operating a motor vehicle under the influence of alcohol and/or drugs. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Dec. 5.

John Matthew Bailardo, 50, of 295 Garfield Ave., Bridgeport, was charged Nov. 20 with first-degree forgery, possession of drug paraphernalia and possession of controlled substance or more than half ounce of cannabis.

Police reported on Nov. 20 at approximately 4:24 a.m. officers initiated a motor vehicle investigation in the area of Yo Farm, 162 Spring St. Through the officer’s investigation, police reported, the accused was found to be operating an uninsured and unregistered motor vehicle with a suspended license. Police reported the accused was also found in possession of drug paraphernalia and a controlled substance. Upon further investigation, police reported, the accused had in his possession multiple counterfeit bills in different denominations. The accused was held on a $5,500 surety bond and scheduled to appear in Waterbury Superior Court on Nov. 20.

Scott A. Dennis, 29, of 98 Osborn Road, Naugatuck, was charged Nov. 20 with sixth-degree larceny and conspiracy to commit sixth-degree larceny.

Police reported on Nov. 20 officers arrested the accused while in custody at Waterbury Superior Court on a larceny warrant out of Naugatuck. This incident was reported to the Naugatuck Police Department on Oct. 27, 2019. The accused was held to appear in Waterbury Superior Court on Nov. 20.

Chelsea Decarlo, 32, of 175 Henry Ave. Apt. 21, Stratford, was charged Nov. 20 with second-degree harassment.

No further information was included in log released by police.

Matthew Alex Harris, 25, of 55 Morning Dove Road, Naugatuck, was charged Nov. 20 with possession of controlled substance or more than half ounce of cannabis.

Police reported on Nov. 20 at approximately 4:49 p.m. an officer initiated a motor vehicle investigation in the area of Union City Road and Gail Drive. Through the officer’s investigation, police reported, the accused was found to be in possession of marijuana. The accused was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Dec. 4.

Raul Rodriguez, 46, of 955 Baldwin St., Waterbury, was charged Nov. 20 with second-degree failure to appear.

Police reported on Nov. 20 at approximately 8:53 p.m. the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was held on a $150 cash/surety bond and scheduled to appear in Waterbury Superior Court on Nov. 21.

Noel Torres Jr., 30, of 165 Grove St. 33a, Waterbury, was charged Nov. 20 with possession of controlled substance or more than half ounce of cannabis and second-degree failure to appear.

Police reported on Nov. 20 at approximately 8:53 p.m. an officer initiated a motor vehicle investigation in the area of Route 8 South at Exit 26. Through the officer’s investigation, police reported, the accused was found in possession of a controlled substance while as a passenger in the motor vehicle. Police reported the accused also had a valid prawn arrest warrant. The accused was held on a $1,000 surety bond and scheduled to appear in Waterbury Superior Court on Nov. 21.

Stephanie Rodriguez, 40, of 49 Edgewood St., Waterbury, was charged Nov. 20 with first-degree forgery.

Police reported on Nov. 20 at approximately 8:53 p.m. an officer initiated a motor vehicle investigation in the area of Route 8 South at Exit 26. Through the officer’s investigation, police reported, the accused was found to be operating a motor vehicle with a suspended license after switching with another operator just prior to the stop. Police reported the accused was also found in possession of approximately $1,600 worth of counterfeit $100 bills. The accused was held on a $5,000 surety bond and scheduled to appear in Waterbury Superior Court on Nov. 21.

Kimberly Borges, 63, of 933 Rubber Ave. Apt. 6a, Naugatuck, was charged Nov. 21 with second-degree failure to appear.

Police reported on Nov. 21 the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was held on a $10,000 surety bond and scheduled to appear in Waterbury Superior Court on Nov. 21.

Richard Randolph Nigro, 53, of 248 F Oakville Ave., Waterbury, was charged Nov. 21 with sixth-degree larceny.

Police reported on Nov. 21 the accused was arrested on an active arrest warrant while in custody at Waterbury Superior Court. Police reported the warrant was from an incident where the accused tried to conceal merchandise from the Stop & Shop supermarket, 727 Rubber Ave., with a value less than $500, and leave the store on or about Aug. 4, 2019. The accused was held to appear in Waterbury Superior Court on Nov. 21.

Patricia Kathryn Morrison, 23, of 933 Rubber Ave. Apt. 8n, Naugatuck, was charged Nov. 21 with disorderly conduct.

Police reported on Nov. 21 at approximately 12:45 a.m. officers responded to a residence on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated. The accused was released on a promise to appear and scheduled to appear in Waterbury Superior Court on Nov. 22.

David Sepulveda, 22, of 45 Edson Ave., Waterbury, was charged Nov. 21 with criminal attempt at sixth-degree larceny, third-degree burglary, second-degree criminal mischief, criminal attempt at illegal use of payment card and credit card theft.

Police reported on Nov. 21 the accused was arrested on an active arrest warrant. Police reported the warrant was from an incident where the accused stole items, money and a credit card from a motor vehicle while at the Planet Fitness gym, which the accused used for fraudulent charges. The accused also caused damage to the motor vehicle in excess of over $400, police reported. The accused was released on a $2,500 surety bond to appear in Waterbury Superior Court on Nov. 27.

Jerome Tyshaun Laurel, 20, of 150 Hickory St., Bridgeport, was charged Nov. 21 with first-degree failure to appear.

Police reported on Nov. 21 the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was held on a $25,000 surety bond and scheduled to appear in Waterbury Superior Court on Nov. 22.

Joseph Mikenas, 24, of 509 Spring St. Apt. B, Naugatuck, was charged Nov. 21 with second-degree breach of peace.

Police reported on Nov. 21 at approximately 9:57 p.m. officers were dispatched to Mattatuck Manor, 509 Spring St., for a suspicious person complaint where a person was yelling and screaming in and outside the complex. Through the officers’ investigation, police reported, it was determined that the accused was causing a disturbance in the area of the community pool, which alarmed several residents. Police reported the accused was under the influence of drugs and/or alcohol at the time of the incident. The accused was released on $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Dec. 4.

John Thomas McGovern, 18, of 423 Union City Road, Naugatuck, was charged Nov. 21 with four counts of failure to respond to infraction.

Police reported on Nov. 21 the accused was arrested on active failure to respond to an infraction arrest warrant. The accused was held on cash bond and scheduled to appear in Waterbury Superior Court on Nov. 22.

Jeffrey Montini, 41, of 31 Ridge Road Apt. 2, Naugatuck, was charged Nov. 21 with disorderly conduct.

Police reported on Nov. 21 at approximately 9:41 p.m. officers responded to a residence on a report of a domestic dispute. Police reported it was discovered through the investigation that the accused became involved in an argument with the victim that escalated and became physical when, according to the victim, the accused spit into the face of the victim and pushed the victim. The accused was held on a $10,000 surety bond to appear in Waterbury Superior Court on Nov. 22.

Kayla Marie Rotatori, 23, of 45 Phoenix Ave., Naugatuck, was charged Nov. 21 with illegal operation of motor vehicle under the influence of alcohol and/or drugs and evading responsibility-injury/property damage.

Police reported on Nov. 21 at approximately 9:43 p.m. an officer was dispatched to a motor vehicle accident investigation in the area of Golden Court by North Main Street where the accused fled the scene. Through the officer’s investigation, police reported, the accused was found to be operating under the influence of alcohol and/or drugs while failing to drive in the proper lane. The accused was released on $1,500 surety bond and scheduled to appear in Waterbury Superior Court on Dec. 5.
