Naugatuck police recently filed the following charges:

Kimberly Nandkumar, 22, of 1110 Baldwin St., Waterbury, was charged July 15 with failure to respond to payable violation.

Police reported on July 15 the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was released on a $150 cash bond and scheduled to appear in Waterbury Superior Court on July 24.

William Robert Bell, 39, of 7 Linden St., Naugatuck, was charged July 15 with third-degree assault and disorderly conduct.

Police reported on July 15 officers responded to a domestic disturbance. During the incident, police reported, both subjects stated they became involved in an argument that turned physical when the accused grabbed the victim by the throat. The accused was held on $5,000 surety bond and scheduled to appear in Waterbury Superior Court on July 16.

Anne M. Dodds, 45, of 27 Eno Ave., Torrington, was charged July 16 with possession of drug paraphernalia and conspiracy to commit sixth-degree larceny.

Police reported on July 16 the accused was served an active arrest warrant charging her with a larceny that occurred at the New Haven Road Sonoco Gas Station that occurred on April 18, 2019. During the arrest, police reported, the accused was searched, and a controlled substance was found in her possession. The accused was released on bond and scheduled to appear in Waterbury Superior Court on July 24.

Michael Anthony Bianchi, 35, of 166 Norton St., Waterbury, was charged July 16 with second-degree failure to appear.

Police reported on July 16 the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was released on a $1,000 surety bond and scheduled to appear in Waterbury Superior Court on July 24.

John J. Burns III, 29, of 327 Spring St., Naugatuck, was charged July 16 with second-degree reckless endangerment, disorderly conduct and two counts of risk of injury to child.

Police reported on July 16 the accused was arrested on an active arrest warrant. Police reported the warrant was from a domestic incident that was reported to Naugatuck police on July 10 2019 in which the accused grabbed the victim by the hair and began to cut it without the victim’s permission in front of children. The accused was released on a $10,000 surety bond and scheduled to appear in Waterbury Superior Court on July 17.

Kenneth K. Vaishville, 51, of 1236 Norfolk Road, Southfield, Mass., was charged July 17 with possession of drug paraphernalia.

Police reported on July 17 at approximately 1:12 a.m. an officer initiated a motor vehicle investigation in the Cross Street commuter parking lot. Through the officer’s investigation, police reported, the accused was found to be in possession of drug paraphernalia. The accused was held on a $500 surety bond and scheduled to appear in Waterbury Superior Court on July 17.

Samantha Lugo, 26, of 1 Haven Plaza Apt. 26e, New York, N.Y., was charged July 1 with second-degree failure to appear, interfering with an officer/resisting, possession of drug paraphernalia and criminal impersonation.

Police reported on July 17 at approximately 1:12 a.m. an officer initiated a motor vehicle investigation in the Cross Street commuter parking lot. Through the officer’s investigation, police reported, the accused was found to be in possession of a controlled substance and drug paraphernalia. Police reported the accused was also arrested on an active failure to appear arrest warrant. The accused was held on bond and scheduled to appear in Waterbury Superior Court on July 17.

Theodore Tietz III, 52, of 167 Quassuk Road, Woodbury, was charged July 18 with two counts of second-degree failure to appear.

Police reported on July 18 officers were on traffic patrol due to speeding vehicles in the area of Union City Road and Spring Lake Road. Police reported officers tried to initiate a stop of a vehicle after the driver and all occupants exited their vehicle upon seeing the officer. The officer ran the vehicle through NCIC and it showed the owner, the accused, had two valid prawn warrants in the system. The accused was held on a $2,500 surety bond and scheduled to appear at Waterbury Superior Court on July 18.

Peter Neves, 52, of 2554 East Main St., Waterbury, was charged July 17 with violation of probation, criminal impersonation and interfering with an officer/resisting.

Police reported on July 18 officers were on traffic patrol due to speeding vehicles in the area of Union City Road and Spring Lake Road. Police reported officers tried to initiate a stop of a vehicle after the driver and all occupants exited their vehicle upon seeing the officer. The officer ran the vehicle through NCIC and it showed the owner had a valid Prawn warrant in the system. Police reported officers took the accused and occupants into custody. Police reported the accused tried to give a false name knowing that he also had a prawn warrant. Police reported the accused was also arrested on a probation violation. The accused was held on a $10,000.00 surety bond and is scheduled to appear at Waterbury Superior Court on July 18.

Erika Colon, 36, of 15 Cross St., Waterbury, was charged July 17 with second-degree failure to appear.

Police reported on July 18 the accused was arrested on an active failure to appear (PRAWN) arrest warrant. The accused was held on a $500 surety bond and scheduled to appear in Waterbury Superior Court on July 18.

Philip Donofrio, 42, of 23r Holbrook Road, Seymour, was charged July 18 with possession of controlled substance or more than half ounce of cannabis.

Police reported on July 18 officers were called to the Naugatuck River Park on Platts Mill Road by a News Channel 3 crew that had recorded the accused illegally dumping in the area. Police reported the accused had fled prior to police arrival in a rented Home Depot truck. Police reported officers responded to Waterbury Home Depot and located the accused returning the truck. Police reported the accused was found to be in possession of a controlled substance. The accused was issued an infraction for illegal dumping and processed on the above charge. The accused was released on a $1,000 non-surety bond and scheduled to appear in Waterbury Superior Court on July 31.

John M. Hanas, 29, of 38 Idleview Drive, Naugatuck, was charged July 18 with disorderly conduct, third-degree assault and possession of controlled substance or more than half ounce of cannabis.

Police reported on July 18 officers responded to a residence for the report of a domestic disturbance between the accused and a female victim. Police reported the accused arrived at the residence intoxicated causing an argument to ensue. While leaving the residence, police reported, the accused grabbed the victim’s neck and pushed her out of the way. The accused was located a short distance away from the residence. Upon searching the accused, police reported, he was found to be in possession of a controlled substance. The accused was held on a $5,000 bond and scheduled to appear at Waterbury Superior Court on July 19.

Kyle Armbruster, 28, of 13 Shadduck Road, Naugatuck, was charged July 19 with possession of controlled substance or more than half ounce of cannabis.

Police reported on July 19 at approximately 7:54 p.m. an officer initiated a motor vehicle investigation in the area of 800 New Haven Road. Through the officer’s investigation, police reported, the accused was found to be in possession of a controlled substance. The accused was released on a $1,000 non-surety bond and scheduled to appear in Waterbury Superior Court on July 31.

Nicholas Michael Giammattei, 21, of 200 Scott Road, Prospect, was charged July 20 with illegal operation of motor vehicle under the influence of alcohol/drugs and possession of drug paraphernalia.

Police reported on July 20 at approximately 12:34 a.m. an officer initiated a motor vehicle investigation in the area of Meadow Street and Park Place. Through the officer’s investigation, police reported, the accused was found to be operating under the influence of alcohol and or drugs while be in possession of a controlled substance. The accused was released on $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Aug. 1.

Robert Clark, 48, of 13 Ridge Road, Naugatuck, was charged July 20 with drinking while driving.

Police reported on July 20 at approximately 8:30 p.m. an officer initiated a motor vehicle investigation in the area of Porter Avenue and Spring Street. Through the officer’s investigation, police reported, the accused was found to be drinking while driving. The accused was released on a promise to appear and scheduled to appear in Waterbury Superior Court on Aug. 2.

Adam Earnest Catropa, 39, of 138 Greenwood Lane, Monroe, was charged July 11 with second-degree threatening and five counts of violation of restraining order.
