Naugatuck police recently filed the following charges:

Kiyanah Olivia Vaughn, 20, of 33 Saint Michaels Ave., Stratford, was charged Jan. 16 with conspiracy to commit sixth-degree larceny.

Police reported on Jan. 16 at approximately 1:52 a.m. officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed Vaughn illegally conceal $65.65 worth of merchandise and exit the store without paying for items. Vaughn was released on $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 30.

Christopher K. Picard, 19, of 33 Saint Michaels Ave., Stratford, was charged Jan. 16 with conspiracy to commit sixth-degree larceny, second-degree failure to appear and sixth-degree larceny.

Police reported on Jan. 16 at approximately 1:52 a.m. officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed Picard illegally conceal $65.65 worth of merchandise and exit the store without paying for items. Picard was released on $500 surety bond and scheduled to appear in Waterbury Superior Court on Jan. 30 for the larceny charges. Picard was released on a $500 surety bond and scheduled to appear in Danbury Superior Court on Feb. 26 for the failure to appear charge.

Angel Figueroa, 28, was charged Jan. 16 with first-degree threatening, sixth-degree larceny, first-degree promoting prostitution and second-degree assault with a firearm.

Police reported on Jan. 16 Figueroa was arrested on an active arrest warrant. The warrant was served at Waterbury Superior Court for the listed charges. Figueroa was held on bond.

Daniel Villafane, 29, of 55 Porter Ave., Naugatuck, was charged Jan. 16 with failure to register-minor/nonviolent.

Police reported on Jan. 16 Villafane was arrested on an active arrest warrant. The warrant stemmed from Villafane not checking in as required to the sex offender registry. Villafane was held on a $20,000 surety bond and scheduled to appear in Waterbury
Superior Court on Jan. 17.

Sabrina D. Adonis, 29, of 119 Coalpit Hill Road, Danbury, was charged Jan. 18 with criminal impersonation and interfering with an officer.

Police reported on Jan. 18 officers initiated a motor vehicle stop in the area of New Haven Road. During the officers’ investigation, police reported, Adonis failed to give the proper identification when asked and was arrested for the listed charges. Adonis was held on a $2,500 surety bond and scheduled to appear in Waterbury Superior Court on Jan. 18.

Michele Grant, 48, of 8 North Ave., Derby, was charged Jan. 18 with first-degree larceny.

Police reported on Jan. 18 Grant was arrested on an active arrest warrant. The warrant stemmed from a fraud incident that occurred sometime around Aug. 24, 2017 involving Ion Bank where they sustained a loss of approximately $23,218.10. Grant was held on a $50,000 surety bond and scheduled to appear in Waterbury Superior Court on Jan. 18.

Shawn Meehan, 29, of 97 Chapin Road, New Milford, was charged Jan. 18 with driving under the influence.

Police reported on Jan. 18 Meehan was arrested on an active arrest warrant. The warrant stemmed from a motor vehicle investigation on Dec. 27, 2018 in which Meehan was found to be operating under the influence of alcohol, police reported. Meehan was released on a $1,000 non-surety bond and scheduled to appear in Waterbury Superior Court on Feb. 6.

Paul E. Arroyo-Velez, 45, of 42 Pine St., Waterbury, was charged Jan. 18 with second-degree failure to appear.

Police reported on Jan. 18 Arroyo-Velez was arrested on an active failure to appear arrest warrant. Arroyo-Velez was released on a $3,000 surety bond and scheduled to appear in Waterbury Superior Court on Jan. 30.

Jocelyn Rios, 47, of 79 Madison Ave., Waterbury, was charged Jan. 18 with sixth-degree larceny, possession of drug paraphernalia, possession with intent to sell and possession of controlled substance.

Police reported on Jan. 18 officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed Rios illegally conceal $140.65 worth of items and exit the store without paying for them. Rios was also found in possession of narcotics and drug paraphernalia, police reported. Rios was released on $15,000 surety bond and scheduled to appear in Waterbury Superior Court on Jan. 30.

Sarah Bessette, 25, of 432 Tudor St., Waterbury, was charged Jan. 18 with sixth-degree larceny.

Police reported on Jan. 18 at approximately 5:30 p.m. officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed Bessette illegally conceal $70.60 worth of items and exit the store without paying for them. Bessette was released on promise to appear and scheduled to appear in Waterbury Superior Court on Jan. 30.

Krizia G. Malave, 33, of 116 Midfield Drive, Waterbury, was charged Jan. 18 with two counts of second-degree failure to appear.

Police reported on Jan. 18 Malave was arrested on active failure to appear arrest warrants. Malave was released on surety bond and scheduled to appear in Waterbury Superior Court on Feb. 6.

Endri Balliu, 22, of 62 Highwood Ave., Oakville, was charged Jan. 19 with driving under the influence, possession of controlled substance and possession of drug paraphernalia.

Police reported on Jan. 18 at approximately 11:59 p.m. an officer initiated a motor vehicle investigation on North Church Street. Police reported Balliu was observed to be driving at a speed determined to be well over the posted speed limit. Through the officer’s investigation, police reported, Balliu was found to be operating under the influence of alcohol. Balliu was given a court date of Feb. 6 to appear at Waterbury Superior Court and released on a $5,000 non-surety bond.

Kyle Humphrey, 27, of 1050 State St., New Haven, was charged Jan. 19 with driving under the influence.

Police reported on Jan. 19 at approximately 12:55 a.m. an officer responded to a motor vehicle accident in the area of 1370 New Haven Road. Through the officer’s investigation, police reported, Humphrey was found to be operating under the influence of alcohol. Humphrey was released on a $500 non-surety bond and scheduled to appear in Waterbury Superior Court on Jan. 30.

Alfred Vincenzo Dinuzzo, 34, of 27 Ridge Road, Bethlehem, was charged Jan. 19 with fifth-degree larceny and interfering with an officer.

Police reported on Jan. 19 officers were dispatched to Walmart, 1100 New Haven Road, on a report of a shoplifting from the store. Police reported loss prevention advised that they observed Dinuzzo illegally conceal $641.79 worth of items and exit the store without paying for them. Dinuzzo was held on a remand to actual custody order and scheduled to appear in Waterbury Superior Court on Jan. 22.

Samaya Marie Saunders, 22, of 155 Oak St., Waterbury, was charged Jan. 19 with sixth-degree larceny and conspiracy to commit sixth-degree larceny.

Karen Elybeth Polanco, 24, of 22 Munson Ave., Waterbury, was charged Jan. 19 with sixth-degree larceny and conspiracy to commit sixth-degree larceny.

Keyly A. Cintron, 32, of 1652 Meriden Road, Waterbury, was charged Jan. 19 with sixth-degree larceny and conspiracy to commit sixth-degree larceny.

Police reported loss prevention advised that they observed Cintron illegally conceal $127.99 worth of items and exit the store without paying for them. Cintron was released on promise to appear and scheduled to appear in Waterbury Superior Court on Jan. 30.

Christian Papcin, 22, of 9 Evelyn Drive, Naugatuck, was charged Jan. 21 with violation of protective order, disorderly conduct and interfering with an officer.

Police reported on Jan. 21 at approximately 2:30 a.m. officers responded to a residence for a reported domestic dispute between Papcin and the victim. Police reported it was determined that the two became involved in a verbal altercation that became physical. It was also determined that Papcin was in violation of a standing protective order. Papcin was held on a $5,000 surety bond and scheduled to appear in Waterbury Superior Court on Jan. 22.

Alton Sherrod Woods, 56, of 21 Cliff St., Waterbury, was charged Jan. 22 with first-degree robbery, criminal possession of a firearm, first-degree unlawful restraint, first-degree manslaughter, first-degree manslaughter with a firearm, first-degree assault and conspiracy.
