Police charge man with sexual assault

NAUGATUCK — Police have arrested a 30-year-old man in connection with an alleged sexual assault that occurred at a New Haven Road motel.

Police said a woman contacted Waterbury police on June 3 and reported that she had been sexually assaulted at the Naugatuck Motor Lodge, 732 New Haven Road. Naugatuck detectives took over the case, which led them to Jay Elijah Outlaw of Patterson, N.J.

Police charged Outlaw on June 18 at Waterbury Superior Court with first-degree sexual assault, first-degree unlawful restraint and disorderly conduct. Outlaw was held on a $250,000 bond and scheduled to appear in court Wednesday.

Deputy Chief C. Colin McAllister said the incident wasn’t a random encounter. He said Outlaw and the victim met in Waterbury before heading to the motor lodge, where the forced assault is alleged to have occurred.
