Police-badgeThe Naugatuck Police Department reported the following arrests:

DOUGLAS ELLIOTT, 46, of 58 Launsberry St., Waterbury, was charged Nov. 18 with failure to appear in the second degree.

Police reported on Nov. 18 at approximately 6:57 p.m. Elliott was arrested on an active arrest warrant. Elliott was given a court date of Nov. 27 to appear at Waterbury Superior Court and released on a $5,000 court-set surety bond.

JOHN STOCKWELL, 42, of 97 Main St. North, Woodbury, was charged Nov. 20 with willfully performing craftsman work without a license.

Police reported on Nov. 20 at approximately 3:30 p.m. Stockwell was arrested on an active arrest warrant. The warrant was for a contractor scam that occurred on July 19, 2013. The victim hired Stockwell to install a lawn sprinkler system. Police reported Stockwell took two payments totally $1,450 and only partially completed the installation. The victim tried to contact Stockwell numerous times but was unsuccessful. During the investigation, police reported, it was determine, through the Trade Licensing Division of the Department of Consumer Protection that Stockwell did not have a trade license. Stockwell was given a court date of Nov. 21 to appear at Waterbury Superior Court and held on a $7,000 court-set surety bond.

MARK BARLOW, 25, of 63 Root Ave., Ansonia, was charged Nov. 20 with possession of drug paraphernalia and breach of peace.

Police reported on Nov. 20 at approximately 1:07 a.m. officers responded to 48 Washington St. for a suspicious male in the parking lot of the multifamily home. Upon the arrival of officers, police reported, they located Barlow seated in a Dodge Status. During the investigation, police reported, it was determined Barlow was in possession of a glass smoking pipe and glassine baggies containing crack cocaine residue. Barlow was given a court date of Nov. 27 to appear at Waterbury Superior Court and released on a $1,000 non-surety bond.

CHRISTOPHER MATOS, 37, of 53 High St., Naugatuck, was charged Nov. 21 with violation of probation/conditional discharge.

Police reported on Nov. 21 at approximately 12:20 p.m. Matos turned himself in on an active arrest warrant. Matos was given a court date of Nov. 22 to appear at Waterbury Superior Court and held on a $50,000 surety bond.

JAVON COUTURE, 18, of 933 Rubber Ave., Naugatuck, was charged Nov. 21 with larceny in the sixth degree.

Police reported on Nov. 21 at approximately 12:44 p.m. Couture was arrested on an active arrest warrant. The warrant was for a larceny reported on Oct. 17, 2013. Police reported Couture stole the victim’s snow blower valued at $150. Couture was given a court date of Nov. 22 to appear at Waterbury Superior Court and held on a court-set $1,000 cash bond.

MARISSA MAURO, 27, of 33 Church St., Beacon Falls, was charged Nov. 22 with possession of narcotics not in original container.

Police reported on Nov. 22 at approximately 3:30 p.m. an officer conducted a motor vehicle investigation on Beacon Valley Road. During the investigation, police reported, it was determined Mauro was in possession of Oxycodone and Suboxone. Mauro was given a court date of Dec. 11 to appear at Waterbury Superior Court and released on a $500 non-surety bond.

DANIEL MELENDEZ, 20, of 145 Lantern Park Drive, Naugatuck, was charged Nov. 23 with disorderly conduct.

Police reported on Nov. 23 at approximately 4:01 a.m. officers responded to 145-2 Lantern Park Drive for a domestic disturbance between mother and son. During an argument both parties hit each other, police reported. Melendez was given a court date of Nov. 25 to appear at Waterbury Superior Court and released on a promise to appear.

EVINHA MELENDEZ, 36, of 145-2 Lantern Park Drive, Naugatuck was charged Nov. 23 with disorderly conduct.

Police reported on Nov. 23 at approximately 4:01 a.m. officers responded to 145-2 Lantern Park Drive for a domestic disturbance between mother and son. During an argument both parties hit each other, police reported. Melendez was given a court date of Nov. 25 to appear at Waterbury Superior Court and released on a promise to appear.

MICHAEL FRADETTE, 47, of 38 Kent Street, Naugatuck, was charged Nov. 23 with larceny in the sixth degree and criminal trespass in the first degree.

Police reported on Nov. 23 at approximately 8:12 a.m. an officer responded to Walmart for a trespassing complaint. The management had advised Fradette several times in the past not to come onto the property due to a history of shoplifting, police reported. During the investigation, police reported, it was determined Fradette stole a tool set worth $9.47. Fradette was given a court date of Dec. 4 to appear at Waterbury Superior Court and released on a $2,500 non-surety bond.

CRAIG BAXTER, 53, of 106 Hurley Road, Oxford, was charged Nov. 24 with breach of peace.
