Former priests with local ties on archdiocese’s list of ‘credibly accused’

HARTFORD — Six men who at one point served as priests in Naugatuck or Beacon Falls were among the list of names of clergy the Archdiocese of Hartford released last week that it said had been the subject of “credible allegations” of sexual abuse since 1953, when the archdiocese was founded.

The archdiocese released names of 48 clergy in all. Archdiocese officials defined a credible allegation as one in which a reasonable person would be persuaded of the truth of the allegation. A review board studied each case and determined if it met that church-defined standard.

The archdiocese also revealed last week it has paid $50.6 million to settle 142 sexual abuse claims. Church leadership said insurance covered $26.1 million of the claims. The rest came from church coffers. The overwhelming majority covered claims dating to before 1990, according to the archdiocese.

The archdiocese won’t provide further detail about the 48 clergy. Rev. James Shanley, head of communications for the archdiocese, wrote in an emailed response to questions from the Republican-American that more details concerning individual priests would not be made available.

Along with the names, the archdiocese provided information about where individuals had served listed in chronological order, but not when, and when they were removed from ministry, stripped of their rank as clergy and the date of their death, if applicable.

There’s no accompanying information about the number of claims against individual priests or their substance. There’s also no information about when the allegations were supposed to have occurred. It’s also unknown which priests were the subject of settlement payouts.

Shanley said in his email, “We believe that the detailed information provided is sufficient … many of these claims were handled on a confidential basis as required by a judicial mediator or were matters in which the victim/survivor chose to not to publicize the details.”

Of the six priests with ties to churches in Naugatuck or Beacon Falls, two are dead — as are many on the full list — and the other four have been removed from the ministry.

Among those named is Edward Hyland, who was a former co-pastor at St. Francis Church and most recently was a pastor of Sts. Peter & Paul Church in Waterbury.

According to the archdiocese, Hyland was removed from ministry in 2002 and had his clergy credentials removed in 2016.

Hyland, reached by phone last week, said his attorney, Daniel Mahaney, advised him against making public statements.

“This has been greatly distorted, that’s all I can say,” Hyland said.

Mahaney said Hyland is “extremely distraught” by the allegation and is unaware of its substance

“He doesn’t understand what these credible allegations are and we intend to write the bishop and ask him for the file because he’s never been asked one question,” Mahaney said.

Mahaney said he hasn’t yet spoken to Hyland about what explanation was given when he was removed from the clergy.

Arthur J. Perrault, who was also named by the archdiocese, was assigned to St. Francis Church on Sept. 18, 1965. After less than nine weeks, the archdiocese abruptly transferred him to a New Mexico treatment center for priests accused of sexual abuse.

In New Mexico, Perrault faces seven charges of sexual abuse stemming from incidents in 1991 and 1992 at Kirtland Air Force Base and Santa Fe National Cemetery. In October 1992, he absconded to Tangier, Morocco.

Perrault was extradited in September to face the federal charges in Albuquerque. Those charges prompted the Naugatuck Police Department last fall to ask St. Francis Catholic School alumni who attended the school, which was closed last year, in 1965 to contact the department with information about the school climate at the time.

Perrault has not been charged with sexually assaulting children in Connecticut.

Archbishop Leonard P. Blair released the 48 names despite the pope’s request that U.S. bishops remain silent until after a meeting in February.

The archdiocese also announced it has hired former Connecticut Superior Court Judge Antonio C. Robaina to investigate church records to ensure no “credible allegations” have been overlooked.

Last week’s development comes as the Catholic church is besieged internationally with waves of sexual abuse allegations and revelations of cover-ups by top Catholic leaders.

“I ask — the Church must ask — for forgiveness from those who have been victims of child sexual abuse by clergy, and from their parents, siblings, and friends,” Blair said, according to a statement issued by the archdiocese. “Healing and reconciliation continue to be an essential but not easy goal, given the terrible effects that these sins and crimes can cause in the lives of victims, to whom the Church owes the deepest expression of sorrow and apology.”

The archdiocese planned to hold three “Masses of Reparation” — the first of which was this past Sunday in Manchester — to acknowledge the culpability of the church in the misdeeds of some of its clergy.

Another Mass of Reparation will be Feb. 16 in Guilford. The third is scheduled for March 26 at the Immaculate Heart of Mary Church in Harwinton.
