Medical records available through state
NAUGATUCK — Former Naugatuck physician Carl Schiano surrendered his medical license earlier this month.
The Connecticut Medical Examining Board had suspended Schiano’s license in February pending a hearing on charges, which the Department of Public Health filed after investigating complaints that his practice had closed without notice to patients, who could not retrieve their medical files.
The health department’s investigation found Schiano was living with former patients in Middlebury at the end of last year, but they kicked him out after he stole from them. The family found evidence Schiano was using heroin and sneaking prescription painkillers while he lived with them, according to the investigation report. After his practice closed, he left a note on the door of his office instructing former patients to send records requests to a post office box number that turned out to be false, according to the report. He also failed to deliver records to the health department last year when asked, the report states.
Schiano, 53, was an osteopath with a license to practice as a physician and surgeon in the state. He surrendered his license June 14, a day before he was to face the medical examining board in a hearing to determine possible disciplinary actions against him. The board withdrew the charges against Schiano after he gave up his license, documents show.
According to an affidavit Schiano signed, he does not admit or deny the allegations against him, but he cannot contest them if he ever applies for another license.
The health department announced in a press release last week the medical records of Schiano’s former patients are available through the department. With assistance from the Office of the Attorney General, the health department took possession of the records and cataloged them for distribution to patients, the release stated.
Records will be distributed at the Waterbury Health Department, 1 Jefferson Square, Waterbury on June 27, June 29, July 11 and 13 from 9 a.m. to 4 p.m. Former patients who wish to obtain their medical records should contact the health department at (860) 209-5229 and leave their name and date of birth prior to picking up their records.
