Council to hold hearing on ordinances

PROSPECT — The Town Council will hold a public hearing on two new ordinances and an amendment to an existing ordinance next week.

The hearing will take place at 6:30 p.m. on Tuesday at Town Hall, 36 Center St.

The hearing was originally scheduled for Oct. 2 but Mayor Robert Chatfield said due to a lack of public attendance, “the meeting is rescheduled.”

An ordinance blocking fracking waste from the town will be considered.

The ordinance, titled “Ordinance Prohibiting Waste Associated with Natural Gas and Oil Extraction,” refers to hydraulic fracturing, or fracking, a process in which pressurized liquid is sprayed into a well to fracture rock and ground in order to make oil and natural gas more accessible.

A similar measure was approved earlier this year in Naugatuck, where concerns were raised the waste could leech chemicals, such as oil, heavy metals, and brine, into groundwater.

The council will also consider a new ordinance that establishes a citation hearing procedure when citations are issued by town police officers.

The council is also looking to amend an ordinance prohibiting blocking intersections to add the northbound lane of Waterbury Road at 26 New Haven Road.

The council is expected to vote on the ordinances at its regular meeting following the hearing.
