Borough, supervisors’ union reach terms on contract

NAUGATUCK — The borough and the supervisors’ union have agreed on a new contract.

The contract for the Borough of Naugatuck Supervisors Chapter 90 was signed by both sides last month. The contract is retroactive to July 1, 2019, and covers through June 30, 2023. The union represents 13 salary and hourly borough positions, including the building inspector, town planner, information technology director, borough clerk, assistant tax collector and recreation director.

Under the contract, employees received 2% retroactive raises for the 2019-20 fiscal year.

Employees received 2.25% raises this fiscal year. In the 2021-22 and 2022-23 fiscal years, employees will get 2.25% and 2.5% raises, respectively.

The borough is providing employees with a high deductible health plan with a $2,000/$4,000 annual deductible, according to the contract. This calendar year, employees are contributing 75% of the deductible. Employees will be responsible for 100% of the deductible the next three years.

Employees are paying nothing toward their annual premium for health care through Dec. 31, 2021, according to the contract. Employees will pay 1% in 2022 and 2% in 2023.

“I think it (the contract) was very fair. We were happy with it,” said Assistant Tax Collector Louise Sheedy, who is president of the union.

Under the contract, employees hired before July 1, 2009, are eligible for the borough’s defined benefit pension plan. Employees hired after July 1, 2009, are enrolled in a defined contribution pension plan, similar to a 401(K) in the private sector.

“It was a fairly standard contract that was resolved in mediation and fair to both sides,” Mayor N. Warren “Pete” Hess said.
