Region 16 hires interim finance director

PROSPECT — The Region 16 school district has hired James R. Carroll as its interim director of finance and business operations.

Carroll started in the role on March 4 and will make $568 a day, according to his agreement with the region.

Carroll, who has a bachelor’s degree in accounting and finance from Sacred Heart University, worked as the chief financial and operations officer for Cooperative Education Services in Trumbull from 1987 to 2016, according to his resume. Cooperative Education Services is one of six Regional Educational Service Centers in the state, according to its website, and provides educational supports and services to school districts and communities in Fairfield County.

Carroll, a Beacon Falls resident, worked as the substitute school business manager for Ridgefield Public Schools from May 2017 to June 2017, his resume states.

Carroll fills a void left by former Director of Finance and Business Operations Pamela Mangini, who resigned to take the director of finance position for North Haven Public Schools. Mangini’s last day in Region 16, which is comprised of Beacon Falls and Prospect, was March 1.

Region 16 officials are searching for a permanent director of finance and business operations. While the search takes place, the region is also turning to Zackin Zimyeski Sullivan Certified Public Accountants, a Waterbury firm, to review the district’s finances on a monthly basis.

Superintendent of Schools Michael Yamin said the firm will be paid an hourly rate. He estimated the district will pay the firm between $1,800 and $3,200 total, depending on how long it takes to hire a new director of finance and business operations.
