New plans for Parcel C building

NAUGATUCK — Developers hoping to build on Parcel C downtown have submitted new plans for a building on the site at the corner of Maple and Water streets.

The new plans propose to extend the second floor and add 7,183 square feet to the building, bringing it to 34,923 square feet. The proposal would add five residential units — three two-bedroom units and two one-bedroom units — to the building.

The plans were submitted Monday and reviewed by the Planning Commission, which voted unanimously at a special meeting to send a positive referral for the plans to the Zoning Commission.

Developers Rob Oris and John Lombard, working under the name Heritage Downtown, LLC, bought the land from the borough for $150,000 in late March. The original plans that gained the necessary approvals called for a 27,740-square-foot building with medical offices and St. Mary’s Hospital as the main tenant. They also proposed a separate 5,000-square-foot retail building.

The developers subsequently proposed two revised plans for the larger building prior to the plans that were submitted on Monday. The previous plans proposed to build a 27,740-square-foot building with a two-story medical office and five single-story retail spaces. Some officials and members of the public opposed these plans, describing the building as a “strip mall.”

In June, the Zoning Commission voted the modifications to the plans constituted a “significant change” and sent them back to the Planning Commission to review.

The new proposal essentially keeps the previously proposed building intact and adds the five residential units above the one-story section of the building. The first floor is 21,592 square feet and the second floor is 13,331 square feet, under the new plans.

The Zoning Commission is scheduled to hold a public hearing on the plans on Wednesday. The meeting starts at 6 p.m. at Town Hall. The public hearing is scheduled to begin at 6:45 p.m. The commission has until Friday to vote on the plans, unless an extension is granted.
