To the editor,
As a resident of Naugatuck, I am very concerned over the [Water Pollution Control Authority] settlement. As a senior on a fixed-income, and a former member of Seymour’s Board of Finance, I think I know of what I speak.
The WPCA does not belong in the town budget. They issue water bills and sewer usage bills. They should be self-supporting. Because the WPCA is within the town budget, the town is on the hook for the EPA upgrades.
I brought this idea to the mayor but I don’t know why this hasn’t happened yet. Hopefully, someone will try to find out the answer to this question.
