The Naugatuck Police Department reported the following arrests:

CURVAN FOSTER, 48, of 4 Lodge Road, New Haven, was charged Sept. 19 with two counts of violation of protective order and second-degree harassment.

Police reported on Sept. 19 Foster was arrested on an active arrest warrant. The warrant was for a harassing phone call complaint reported on Sept. 9, 2016. Police reported Foster contacted the victim, who he has a child in common with, and threatened to harm her. The victim has a no contact protective order against Foster. Police reported Foster was arrested on a second active arrest warrant. The warrant was for a violation of a protective order reported on July 7, 2016. Police reported Foster contacted the victim, who he has a child in common with, by telephone. The victim has a no contact protective order against Foster. Foster was given a court date of Sept. 19 to appear at Waterbury Superior Court and held for arraignment.

DESIREA DUDA, 29, of 85 Rimmon Road, Woodbridge, was charged Sept. 19 with third-degree burglary, third-degree identity theft, third-degree forgery and sixth-degree larceny.

Police reported on Sept. 19 at approximately 4:19 p.m. Duda was arrested on an active arrest warrant. The warrant was for a burglary reported on April 29, 2016. Police reported Duda entered the victim’s home and stole two TVs and personal checks. The checks were cashed at various locations which included CVS, Walgreens and Walmart, police reported. Duda was given a court date of Sept. 20 to appear at Waterbury Superior Court and held on a $2,500 surety bond.

RAUL LIMA, 43, of 151 Andrew Ave., Naugatuck, was charged Sept. 19 with disorderly conduct.

Police reported on Sept. 19 at approximately 10:25 a.m. Lima was arrested on an active arrest warrant. The warrant was for a disturbance reported on Sept. 9, 2016 at 151 Andrew Ave. Police reported the victim was using the gym in the complex. When she walked in the hallway that leads to the bathroom she observed Lima exposing himself, police reported. Police reported the victim stated the male was sitting in a chair with his pants down, exposing his genitals. Lima was given a court date of Sept. 19 to appear at Waterbury Superior Court and held on a court-set $1,000 surety bond.

CHRISTOPHER SILVA-HICKS, 20, of last known address 23 Salem St., Naugatuck, was charged Sept. 19 with five counts of second-degree failure to appear and two counts of first-degree failure to appear

Police reported on Sept. 19 at approximately 7:21 a.m. Silva-Hicks turned himself in on active arrest warrants. Silva-Hicks was given a court date of Sept. 19 to appear at Waterbury Superior Court and held on a court-set bond.

LEONARD BRATCHELL, 25, of 30 Tudor Lane, Naugatuck, was charged Sept. 19 with first-degree failure to appear.

Police reported on Sept. 19 at approximately 11:14 a.m. Bratchell turned himself in on an active arrest warrant. Bratchell was given a court date of Sept. 28 to appear at Waterbury Superior Court and released on a court-set $2,500 surety bond.

STANLEY FRANCIS, 37, of 46 Summer St., Manchester, was charged Sept. 19 with threatening and unlawful storage of a firearm in a motor vehicle.

Police reported on Sept. 19 at approximately 9:55 p.m. officers responded to a disturbance at 1304 New Haven Road. An altercation occurred between Michael Jordan, a resident of the group home, and Francis, who is an employee of the group home. During an argument, police reported, Jordan damaged a medicine cabinet and threw a table at Francis. The parties walked outside where Jordan threatened to damage Francis’s vehicle, police reported. Francis followed Jordan outside where he threatened to shoot Jordan, police reported. During the investigation, police reported, a handgun was located in Francis’ vehicle along with a metal grinder and marijuana. Francis was released on a $5,000 non-surety bond and given a court date of Sept. 28 to appear at Waterbury Superior Court.

MICHAEL JORDAN, 31, of 1304 New Haven Road, Naugatuck, was charged Sept. 19 with disorderly conduct, third-degree assault and third-degree criminal mischief.

Police reported on Sept. 19 at approximately 9:55 p.m. officers responded to a disturbance at 1304 New Haven Road. An altercation occurred between Jordan, a resident of the group home, and Stanley Francis, who is an employee of the group home. During an argument, police reported, Jordan damaged a medicine cabinet and threw a table at Francis. The parties walked outside where Jordan threatened to damage Francis’s vehicle, police reported. Francis followed Jordan outside where he threatened to shoot Jordan, police reported. During the investigation, police reported, a handgun was located in Francis’ vehicle along with a metal grinder and marijuana. Jordan was released on a $5,000 non-surety bond and given a court date of Sept. 28 to appear at Waterbury Superior Court.

DEVON ABNEY JR., 24, of 36 Hill St., Waterbury, was charged Sept. 20 with third-degree assault and breach of peace.

Police reported on Sept. 20 at approximately 2:22 a.m. Abney was arrested on an active arrest warrant. The warrant was for an assault reported on May 27, 2016 at Salem Park. The victim, a male juvenile, was involved in an argument with Abney’s family member at the park. Police reported Abney arrived at the park and argued with the victim. During the argument, police reported, Abney punched the victim. Abney was given a court date of Sept. 28 to appear at Waterbury Superior Court and released on a court-set $1,500 surety bond.

KERRY CARBONE, 65, of 177 Wahisconier Road, Brookfield, was charged Sept. 20 with possession controlled substance: narcotics and possession of drug paraphernalia.

JOAQUIM BUXO, 62, of 274 High St., Naugatuck, was charged Sept. 21 with illegal sexual contact of a victim under 16 years old, risk of injury to child and fourth-degree sexual assault.

Police reported on Sept. 21 at approximately 5:51 p.m. Buxo was arrested on an active arrest warrant. The warrant was for a sexual assault reported on Aug. 19, 2016. Police reported the complainant stated her juvenile daughter was inappropriately touched while attending a home day care. The juvenile victim stated Buxo, who is the day care provider’s husband, touched her inappropriately, police reported. Buxo was given a court date of Sept. 2 to appear at Waterbury Superior Court and held on a court-set $250,000 surety bond.

BRIAN GIBRAN, 34, of 48 Elm View Circle, Waterbury, was charged Sept. 21 with violation or protective order, disorderly conduct and second-degree failure to appear.

Police reported on Sept. 21 at around 4 p.m. Gibran was arrested on an active arrest warrant. The warrant was for a domestic disturbance reported on Aug. 28, 2016 between mother and son. During an argument, police reported, Gibran threw a water bottle at the victim, striking her in the back of the head. Gibran was given a court date of Sept. 22 to appear at Waterbury Superior Court and held on a $200 cash bond. Police reported Gibran was arrested on an active arrest warrant for second-degree failure to appear. Gibran was given a court date of Sept. 22 to appear at Waterbury Superior Court and held on a $2,500 surety bond.

DAVID T. DEANGELIS, 55, of 88 North Benham, Seymour, was charged Sept. 21 with driving under the influence.

Police reported on Sept. 21 at approximately 6:17 p.m. an officer responded to South Main Street for an unconscious male sitting in a vehicle. During the investigation, police reported, it was determined DeAngelis was operating under the influence of alcohol and/or drugs. DeAngelis was given a court date of Oct. 6 to appear at Waterbury Superior Court and released on a $1,000 non-surety bond.

WILLIAM DIXON, 26, of 397 High St., Naugatuck, was charged Sept. 22 with violation of protective order.

Police reported on Sept. 22 at approximately 1:09 a.m. officers responded to 397 High St. for a domestic disturbance between husband and wife. During the investigation, police reported, it was determined Dixon was not allowed at the residence per an active protective order. Dixon was given a court date of Sept. 22 to appear at Waterbury Superior Court and released on a $5,000 non-surety bond.

JORGE RIVERA, 51, of 9 Vincent Place, Naugatuck, was charged Sept. 22 with disorderly conduct, risk of injury to child, second-degree strangulation and third-degree assault.

Police reported on Sept. 22 at approximately 8:14 p.m. officers responded to 9 Vincent Place for a domestic disturbance between boyfriend and girlfriend. During an argument, police reported, Rivera grabbed the victim by her neck. There was a child present during the altercation, police reported. Rivera was given a court date of Sept. 23 to appear at Waterbury Superior Court and held on a $10,000 surety bond.

GREGG VALENTINE, 35, of 390 Wooster St., Naugatuck, was charged Sept. 22 with second-degree sexual assault and risk of injury to child.

Police reported on Sept. 22 at approximately 5:30 p.m. Valentine was arrested on an active arrest warrant. The warrant was for a sexual assault reported on July 1, 2016 of a juvenile. The assault occurred in the past when the victim was at the Valentine’s home, police reported. Valentine is known to the victim. Valentine was given a court date of Sept. 23 to appear at Waterbury Superior Court and held on a court-set $200,000 surety bond.

KEITH MYERS, 50, of 24 Clark Hill Road, Prospect, was charged Sept. 23 with breach of peace and third-degree assault.

Police reported on Sept. 23 at approximately 2:25 p.m. officers responded to 3 Bradley St. for an assault. During an argument, police reported, Myers hit the victim on the left side of his face causing bleeding from the victim’s mouth. Police reported Myers left the scene but met with the investigating officer at the police department. Myers was given a court date of Oct. 5 to appear at Waterbury Superior Court and released on a $5,000 non-surety bond.

JOSEF ARREAGA, 22, of 127 Melbourne St., Naugatuck, was charged Sept. 24 with driving under the influence.

Police reported on Sept. 24 at approximately 2:08 a.m. an officer responded to Andrew Avenue for a motor vehicle accident. Police reported Arreaga struck a curb causing damage to his vehicle. During the investigation, police reported, it was determined Arreaga was operating under the influence of alcohol. Arreaga was given a court date of Oct. 6 to appear at Waterbury Superior Court and released on a $500 non-surety bond.

ALLISON STRAIT, 36, of 33 Plaza Terrence, Hamden, was charged Sept. 24 with second-degree failure to appear.

Police reported on Sept. 24 at approximately 7:45 a.m. Strait was arrested on an active arrest warrant out of New Haven. Strait was given a court date of Oct. 5 to appear at New Haven Superior Court and released on a court-set $500 surety bond.

MARIA HERNANDEZ, 31, of 13 Fifth St., Waterbury, was charged Sept. 24 with driving under the influence.

Police reported on Sept. 24 at approximately 11:39 p.m. an officer responded to Maple Hill Road for a report of an erratic driver. The officer located the suspect vehicle and conducted a motor vehicle investigation. During the investigation, police reported, it was determined Hernandez was operating under the influence of alcohol. Hernandez was given a court date of Oct. 6 to appear at Waterbury Superior Court and released on a $2,500 non-surety bond.

MIGUEL LOJA, 46, of 18 1/2 Montgomery St., Danbury, was charged Sept. 25 with driving under the influence and evading responsibility motor vehicle.

Police reported on Sept. 25 at approximately 8:56 p.m. an officer responded to South Main Street for a report of an evading motor vehicle accident. The officer located the suspect vehicle and conducted a motor vehicle investigation on New Haven Road. During the investigation, police reported, it was determined Loja was operating under the influence of alcohol. Loja was given a court date of Oct. 6 to appear at Waterbury Superior Court.
