BOE, union agree on deal

NAUGATUCK — After several years of negotiations, the Board of Education and Local 1813 of Connecticut Council #4 have agreed to terms on a new contract.

The union represents about 215 non-certified employees, including cafeteria workers, custodians, maintenance workers, secretaries and paraeducators.

The contract was approved in late June. It’s retroactive to July 1, 2013 and extends until June 30, 2018.

Under the terms of the contract, employees will receive retroactive raises of 2 percent for 2013 and 2014, and 2.5 percent raises in each of the last three years of the deal.

Currently, employees that are eligible for insurance are part of a preferred provider plan. Under this plan the deductible is $1,300. As of January 2016 all employees eligible for insurance will be moved to a high deductible health plan, which has a deductible of $2,000, according to the contract.

Currently, the Board of Education contributes 100 percent of the insurance deductible under the employees’ health savings account plan. In 2016, the board will reduce its contribution to 75 percent and, by 2018, it will reduce its contribution to 50 percent.

The contract also changes the pension plan for employees. All employees hired before June 30, 2013 are able to participate in the borough’s defined benefit pension plan. All employees hired after that date are able to participate in the borough’s defined contribution pension plan.
