Police charge man with grabbing girl

NAUGATUCK — A 39-year-old borough man was arrested Friday night after police said he approached a teen downtown and inappropriately touched the girl.

The 15-year-old girl was sitting on bench with adult friends by the Naugatuck Green at about 11 p.m. when she was approached by a man, later identified as Ryan Havican, police said.

The victim told police Havican asked her if she wanted to drink alcohol with him, police said. One of the victim’s friends told Havican she was under age, police said, to which Havican replied “who cares” and asked the girl to “join him.”

Police said Havican then put his hand out to shake the teen’s hand. When she did he pulled her hand towards him and asked her “who she was out with” because he “didn’t want her out late.” He then put his hands on her waist and shoulder and started squeezing her tightly, police said.

The teen’s friend then pulled her away from Havican, who then whispered to the teen that he had been in jail and that she was a “pretty girl,” police said.

The victim began to cry and Havican walked away, police said.

The teen went home and told her parents, who called the police at about 11:30 p.m. The girl provided a description of Havican, and officers found him walking downtown. When police arrested Havican, they found a 5-inch, fixed-blade knife on him, police said.

Havican was charged with breach of peace, risk of injury to child, second-degree unlawful restraint and carrying a dangerous weapon. He was held on a $10,000 surety bond and scheduled to appear in Waterbury Superior Court on Monday.

A Seymour man was arrested earlier this month after police said he approached two teens, at separate times, walking in the area of Hillside Intermediate School. Police said patrols have been increased in the downtown area.
